Empowering the next generation of Black Conservative Leaders
The James Fellows Program is an intensive, year-long educational experience aimed at developing the next generation of Black conservative leaders.

Program Mission
The Black Conservative Federation (BCF) is proud to announce the launch of our James Fellows Leadership Development Program, a transformative initiative designed to cultivate the next generation of political leaders. Named in honor of Republican icon and visionary leader, Kay Coles James, the program seeks to inspire, educate, and equip young Black conservatives with the skills, knowledge, and experience necessary to excel in the world of politics and governance.
As a member of the James Fellows program, you will receive world-class training that fosters leadership, sharpens problem-solving abilities, enhances conflict resolution techniques, and strengthens critical thinking capabilities. We believe that the future of our country depends on a new generation of leaders who are equipped to navigate and solve the complex challenges of today’s world. The James Fellows program is designed to help you become that leader.
Who is Kay Coles James?
Portsmouth native Kay Coles James has held high-profile positions in Republican state and federal administrations throughout her career in public service. She grew up in Richmond, where she spent some of her early years in public housing and realized the importance of family and faith to nurturing strong communities. After graduating from Hampton Institute (later Hampton University), she worked for Housing Opportunities Made Equal, in Richmond. She joined the federal government in 1989 as an assistant secretary for public affairs in the U.S. Department of Health and Human Services, and in 1991 President George H. W. Bush named her associate director of the Office of National Drug Control Policy.
From 1994 to 1996 James served as Governor George Allen's secretary of health and human resources, where she helped shape and implement Virginia's welfare reform initiatives. She was dean of Regent University's Robertson School of Government and a fellow at the Heritage Foundation before being appointed director of the U.S. Office of Personnel Management by President George W. Bush in 2001. She initiated changes to encourage flexibility in federal workforce policies and oversaw the merging of approximately 170,000 government employees into the new Department of Homeland Security before she left her post in 2005.
In addition to sitting on the boards of numerous health and educational organizations, James founded and is president of the Gloucester Institute, located at the former home of educator Robert Russa Moton, which trains leaders who seek solutions to social and economic problems within the African American community.
Key Program Features
Leadership Training: Fellows will gain a thorough understanding of effective leadership styles, communication, and how to inspire and motivate others in various environments.
Problem Solving & Conflict Resolution: Participants will engage in practical, hands-on exercises that teach them how to navigate and resolve conflicts, both within teams and in larger political or governmental contexts.
Critical Thinking & Analytical Skills: Fellows will be immersed in challenging scenarios, honing their ability to analyze complex situations and make informed decisions based on sound reasoning.
Political and Governance Insight: You will gain an in-depth understanding of political structures, policymaking, and the intricacies of governance, all while learning to advocate for the values and principles that have made America great.
Program Goals
The James Fellows Leadership Development Program has a clear and impactful goal: to prepare young Black conservatives for influential leadership roles in politics, government, and public service. By the end of the program, Fellows will:
Be fully equipped to handle complex political and governmental challenges.
Have developed advanced problem-solving and conflict-resolution skills.
Be capable of leading with vision, integrity, and commitment to conservative values.
Have forged valuable connections with like-minded peers and influential leaders.
Possess a portfolio of practical experience that can launch their careers in politics or public service.
Application Process
The application process for the James Fellows Program opens annually in April. To be considered, candidates must meet the following criteria:
Age & Interest: Applicants must be between the ages of 18-25 and demonstrate a strong interest in conservative politics and leadership.
Academic & Leadership Qualifications: A strong academic record and/or relevant leadership experience in community, school, or professional settings is required.
Commitment: Candidates must be fully committed to the 12-month program, actively participating in workshops, seminars, and contributing to the Major Class Project.
Letters of Recommendation: Submit two (2) letters of recommendation.
Letter of Interest: Provide a personal statement detailing your background, aspirations, and reasons for applying to the program.

Tuition
The tuition for the James Fellows Leadership Development Program is $4,500, covering all essential expenses to provide a seamless experience for participants. We are committed to accessibility and offer various support options to ensure affordability.
